POSITION TITLE: Community Mobilizer (3 positions)

 MA’AN Development Center is an independent Palestinian development and training institution established in January, 1989, registered by law as a non-profit organization.  The main office is located in Ramallah and the four branch offices are located in Gaza, KhanYounis, Tulkarem and Jenin.  MA’AN's work is informed by the necessity of creating independent, self-reliant initiatives that lead to the development of human resources for sustainable development, which incorporate values of self-sufficiency and self-empowerment.  

 
Background:
 
In partnership with DCA, MAAN implements a project to strengthen the emergency preparedness and response mechanisms in the Gaza Strip through involving community based structures in emergency preparedness planning and response. The project includes building the capacity of the community groups to ensure effective participation. In addition, an elaborated Cash voucher system for emergencies (operational manual) will be developed and circulated among CBOs in the targeted localities.

Position Purpose:                       
 
Community Mobilizers will communicate with partner CBOs in the targeted communities and mobilize the community to composite Emergency Response committees. The mobilizers will facilitate the committees’ actions along the project period in close coordination with the partner CBOs and the project manager. They should be dynamic with good facilitation and communication skills.

Tasks and responsibilities:
 
The Community Mobilizer will take the lead in establishing the emergency preparedness community based structures and facilitating their actions and involvement in emergency preparedness planning along the project period.
 
1.       Carry out an assessment for the potential partners CBOs.
2.       Facilitate the community orientation sessions.
3.       Support the establishment of ER community based committees in close coordination with the partner CBOs.
4.       Facilitate the coordination meetings with ER committees.
5.       Facilitate the coordination meetings with the partner CBOs.
6.       Coordinate the community awareness sessions.
7.       Coordinate, and follow up the training tasks including the management of the training logistical requirements.
8.       Support M&E activities in the field.
9.       Facilitate the ER committees’ participation in developing the Emergency Preparedness Plans.
10.   Perform any tasks required by the project manager.
 
Qualifications:
 
-       B.Sc. in social development, business administration or other relevant field.
-       Specialized knowledge of and experience working with community groups.
-       At least 2 years of experience in working in NGOs.
-       Excellent documentation and writing skills.
-       Team player with great communication skills
-       Ability to handle multipleassignments and meet deadlines.
-       Advanced computer literacy.
-       Ability towork under pressure and within a team.
-       Ability to start workingimmediately.
